Summit County Small Business Assistance Grants
The Summit County Small Business Assistance Program supports small businesses in unincorporated areas of the county (i.e., not within the boundaries of an incorporated town) that have been closed or severely impacted by the COVID-19 pandemic. The grant funds are intended to pay for essential business-related expenses like payroll, rent, mortgages, utilities and supplies.
The grant application period is now closed, and grants have been awarded.
Available Funds and Eligibility
The program includes $250,000 in grant funds, available to businesses located in unincorporated areas of Summit County. Eligible businesses may receive a one-time grant of up to $5,000 dollars. Applicants must meet the following eligibility criteria:
- The business must be independently owned.
- The business must have a physical business location in a commercially zoned area of unincorporated Summit County (not within the boundaries of an incorporated town, e.g., Frisco, Breckenridge, Dillon Frisco, Blue River, Silverthorne).
- The business must operate year-round, with the exception of short-term seasonal closures.
- The business must be closed or its sales and services severely limited by prohibitions of onsite retail sales to the public, or prohibitions of onsite consumption of food or beverages by one or more of the public health orders issued in connection with COVID-19.
- The business must have 25 full-time equivalents (FTE) or fewer.
- The business must show proof of a current sales tax license and be current on sales tax remittances.
- The business must show proof of application for federal assistance programs, such as the Paycheck Protection Program (PPP) or the Economic Injury Disaster Loan Program (EIDL).
Short-term rentals, real estate businesses, professional services providers, publicly traded corporate entities and their subsidiaries are not eligible for this program.
Determination of Eligibility
Determination of eligibility for the program will be made by the Finance Director or their designee with the opportunity to appeal that decision to the County Manager. The review by the Finance Director or their designee may include such other relevant information pertaining to the hardship experienced by the business in the reasonable discretion of the County. All grant payments will be made by electronic payment directly into the business’ bank account
Letter to Landlord or Mortgagee
In connection with each grant made under the program, the County will send a letter to the landlord or mortgagee, if any, of the business’s premises. This is intended to advise the landlord or mortgagee of the grant and encourage the landlord or mortgagee to provide a waiver of rent or mortgage payment in an amount equal to the County’s grant.
