Summit County Government (the County) and the Town of Breckenridge (Town), collectively referred to as “Owners” are soliciting bids from qualified contractors to enter into a Mining Services and License Agreement (“Agreement”) to mine gravel from the Williams Placer, located in the Swan River Valley, adjacent to Tiger Road (CO 6), approximately 11 miles northeast of the Town of Breckenridge as described and depicted in Figure 1 (the “Site”).
The successful proponent will support restoration of the Swan River valley on the County/Town owned Williams Placer to a natural stream corridor by;
a) removing excess dredge gravels along the future stream alignment and the adjacent riparian areas to be restored under a separate project; and
b) providing royalties from commercial sales of pit run and milled gravels to help fund ongoing restoration of the Site to a natural condition.
The Owners are soliciting bids to remove 150,000 cubic yards of dredge gravels from the portion of the Site identified in the Williams Placer Stream Corridor Mining Plan, attached as Exhibit A. Proponents are also invited to bid on the overarching goal of removing 195,000 cubic yards of gravels from the Site as depicted in the Williams Placer Valley Floor Mining Plan attached as Exhibit B. At a minimum, proposals must be submitted to remove or relocate, excess gravel from the narrower (approximately 75 foot wide) stream/riparian alignment depicted in Exhibit A. The Owners acknowledge that removing gravels from the future stream and riparian areas shown in Exhibit B may require gravel removal or relocation in other areas of the Site in order to facilitate stockpiling, access, staging, etc. The Owners retain the right to modify the mining plan at its discretion in order to ensure a minimum of 150,000 cubic yards of material is removed from the depicted future stream corridor. The two mining plans represented in Exhibits A and B identify the general areas of mining and the final configuration(s) to be constructed at the Site. Any proposal to accomplish the larger, Exhibit B mining plan should be submitted by a proponent as a bid alternative.
