Summit County Government is receiving electronic proposals for the QUANDARY PEAK, MCCULLOUGH GULCH, AND BLUE LAKES TRAILS/TRAILHEADS TRANSPORTATION AND VISITOR USE MANAGEMENT PROJECT.
This project includes the following items of work:
- Convene previously identified stakeholders to identify key challenges and goals of the Quandary Peak, McCullough Gulch, and Blue Lakes Trails/Trailheads transportation and visitor use management planning effort.
- Convene stakeholders to identify data gaps and evaluate available data to help inform a comprehensive planning effort.
- Collect appropriate data (e.g., trail intercept surveys, parking counts) to evaluate the challenges associated with Quandary Peak/McCullough Gulch/Blue Lakes and inform a comprehensive planning effort.
- Analyze the legality of parking on Highway 9 and identify solutions for regulating and/or enforcing parking on the highway.
- Convene stakeholders to collaboratively develop transportation and visitor use management strategies, with accompanying implementation strategies, over the short-, mid-, and long-term range. The contractor shall also identify and delineate management responsibilities among stakeholders.
- Create performance metrics for monitoring the success of short- mid-, and long-term management strategies.
- Develop a communications strategy that educates the public about the challenges associated with Quandary Peak/McCullough Gulch/Blue Lakes and new management strategies for the trails/trailheads.
Electronic submissions will be received by CHRISTINE ZENEL, RESOURCE SPECIALIST at the office of the OPEN SPACE & TRAILS DEPARTMENT, e-mail, until 9:00 AM MST/MDT ON AUGUST 10, 2020. Provisions can be made for hardcopy submissions if necessary.
At said time and place, all proposals that have been duly received will be publicly opened and read aloud. The Contract will be awarded to the lowest responsible bidder who best meets the requirement of Summit County and the public interest.
