Summit County is soliciting statements of qualifications from experienced consultant teams to provide

architectural and engineering design services for site and building design to develop the Transit Headquarters in
accordance with the guidance provided in the Summit County, County Commons, Facility Master Plan Draft
Report of November 20, 2015 (FMP) attached for reference. It is envisioned that the facility would include office
space for administration, operations, supervision, management, housing for employees, space for a bus stop
maintenance crew and related parks/rec style equipment, space for a bus wash/detail crew, vehicle fluids and
heated parking for the transit fleet. It is envisioned that a successful consultant team will include an architect,
civil engineer or transit facility planning specialists with demonstrated experience in public facility and multimodal
site design. While some limited public access is anticipated, the site is not intended to be a routinely,
publically accessed facility by community residents, public transit routes, automobiles, bicycles and pedestrians.
Summit County (Summit Stage) shall use 2020 SB-267 funds, along with local matching funds, to perform
Transit Operations Center Design and Engineering as more fully described below. The project will support the
goals of the Statewide Transit Plan and provide infrastructure to allow Battery Electric Buses (BEBs) and
batteries to last approximately 10 years in route service and then another 30 years for electric storage. The
strategy is to assemble a battery storage array over time, use solar or other renewable sources to charge the
batteries and construct affordable employee housing.
The County completed the FMP of in November of 2015, which establishes a site vision to guide
redevelopment of the County Commons area over the next several years. The Plan includes site and
building assessments, and provides recommended improvements for the transit function.
The master planning process included high-level due diligence regarding each of the County
operations to ensure that any limiting factors were taken into account in the conceptual design.
The FMP is a review of operational needs as well as a concept. The next step of implementation is to
execute preliminary design, engineering and plans. Accordingly, the Summit County, County
Commons, FMP’s final site concept plan should be developed to provide building plans as well as
general guidance that shall be used to prepare the more detailed architectural and engineering plans
that will be required to move to a construction phase. The County will utilize a Design-Bid-Build
process, in which the construction documents prepared through this requested contract will then be put
out for a competitive bid prior to selecting a contractor.
This project has been approved by CDOT for funding for the preparation of preliminary (approximately
50%) design and construction plans. The grant amount of $425,000 is apportioned to Summit Stage as
80% of the total project budget of $531,250. Summit Stage anticipates that the project total costs will
be between $500,000 and $531,250. Project oversight will be provided by CDOT Region 3 in
conjunction with the Department of Transit and Rail (DTR).
