The purpose of this Request for Proposal (RFP) is to solicit offers from qualified employee benefit consultants to assist the County with strategic planning, design, administration, communication, and negotiation of and compliance with competitive yet cost-effective employee benefit programs. The County is not seeking the services of a commissioned broker, but rather, a full-service employee benefit consulting firm, experienced in serving public sector organizations of comparable size and scope. Communication services for human resources and benefits is a capability that Summit County is currently expanding in-house. Summit County may or may not be able to perform these services on our own within our desired timeline. Bidders should be aware that no contract, a contract for only some, or a contract for all communication projects could result. A separate communications consultant or a benefits consulting firm with communications capabilities may propose on the communication services listed separately in this proposal. Proposals, sample materials, and pricing for communications must be proposed separately.  

Current consultant compensation is based on a combination of fees and commissions.
